The “theory of change” (ToC) is created based on the shared vision described in the scenario stories. This ToC represents a shared understanding of the mechanics under which system change towards traceability of chemicals can be made possible.

The report on Policy Workshop synthesizes the insights and output from the workshop "Circular Economy: Policy Making for Traceability of Chemicals along Value Chains" as input for a roadmap for the integration of traceability as a foundational element of the circular economy.
